Best’s Rankings: Hartford Eclipses Travelers as Top US Workers’ Comp Carrier
OLDWICK, N.J. //BestWire// - Hartford Insurance Group surpassed Travelers Group to become the largest workers’ compensation carrier in the United States this past year with $3.73 billion in direct premiums written, according to a new Best’s Rankings report.
Hartford’s premium was up 0.8% in 2025, while No. 2 Travelers had a 3.7% decline in DPW, which totaled $3.69 billion.
Rounding out the top five carriers, respectively, were AmTrust Group, with $3.52 billion in DPW; Zurich Insurance US PC Group, $2.79 billion; and Chubb INA Group, $2.41 billion.
In 2025, the overall U.S. workers’ comp sector saw DPW decline 2.4% to $56.18 billion, the ranking said. The top 25 carriers accounted for 67.7% of the market and saw their adjusted loss ratio deteriorate to 48.5 from 47.6 the year prior.
The ranking includes DPW, percentage change, market share, adjusted loss ratios and percentage of company premiums.
