2026 Best’s Rankings: California Remains Largest Commercial Auto Market Based on DPW
OLDWICK, N.J. //BestWire// - In 2025, California continued to be the largest market in the United States for commercial automobile insurance, based on direct premiums written, according to a new Best’s Rankings report.
California saw DPW increase 4.9% to $8.91 billion this past year, the ranking said. Progressive Insurance Group was the largest commercial auto writer in the state this past year, accounting for 10.9% of the state’s market. Berkshire Hathaway Insurance was the second-largest California carrier, with a 6.2% market share.
With DPW up 5.9% to $8.87 billion in 2025, Texas remained the second-ranked state. Florida’s $7.25 billion put it in the No. 3 spot, followed by New York with $4.71 billion and Illinois with $3.21 billion, respectively.
In total, the U.S. commercial auto insurance sector saw DPW increase 7.8% to $77.83 billion in 2025. Progressive had a sector-leading 13.1% countrywide market share, while Travelers Group held the second-largest market share of 5.4%.
Broken down by state, the report includes details for the top two commercial auto insurers based on market share, total DPW, premium changes, the number of carriers and a breakdown of agency writers, compared with direct writers.
